OASD Program Management and Integration (PMI)
The mission of the Office of the Assistant Secretary of Defense (OASD) for Health Affairs (OASD(HA)), to provide quality medical care for the uniformed services, military retirees and eligible beneficiaries, has expanded significantly.  The new mission of the OASD(HA) includes managing the Defense Health Care budget and overseeing the information resources management program of the Military Health Services System (MHSS).

Conwal's contract to provide Program Management and Integration (PMI) support to OASD is the latest addition to Conwal's many projects involving work on the cutting edge of health care reform.  Conwal personnel assist OASD in managing Department of Defense (DoD) medical resources by providing experts, technical, administrative, and managerial support to maximize the effectiveness and economy of OASD(HA) services and operations to improve readiness capabilities, quality of care for active forces and beneficiaries, and overall medical program coverage.  Conwal's activities include assistance in four areas:

Advisory and Assistance Services:

  • Support of organizational policy development, decision-making, management and administration, including analysis, evaluation, recommendations, training, and technical support;
  • Assistance in the preparation and presentation of on and off-site OASD(HA) conferences; and
  • Technical assistance in researching, developing, and implementing an Information Resources Management (IRM) program.

Program/Project Management:

  • Development of tracking systems to monitor project status and generate status reports and assistance in developing and maintaining Federal resource sharing files for integrated health care activities;
  • Analytical support including researching and incorporating new data elements into the DoD Space Planning System and researching inpatient and outpatient methodologies for Diagnostic Related Groups (DRGs);
  • Organization of highly specialized data from worldwide Army, Navy, Air Force, and other DoD medical databases using appropriate communications; and
  • Technical and program management support to implement the OASD(HA) AIS Security Program in accordance with DoD directive 5200.28, and other technical support as needed.

Budget Planning, Programming, Execution, and Integration:

  • Technical assistance in support of centralized budget planning, programming, and execution.

Acquisition Management:

  • Support in implementing procedures which assist the acquisition management capability of OASD(HA) and the Defense IM program; and
  • Organization and maintenance of bidders libraries, and development of procedures for using and accessing library materials and standardization and automation of procurement processes.

OASD Technical & Information Management Program Integration
Conwal provided technical and management support services to the Office of the Deputy Assistant Secretary of Defense (Health Services Operations) (ODASD(HSO)) and its field activity, the Defense Medical Program Activity (DMPA). ODASD(HSO) manages medical information programs and establishes policies for the Department of Defense (DoD). DMPA develops automated information systems for operation at medical treatment facilities throughout DoD.

Conwal provided technical analysis and support to HSO within an environment characterized by mission and organizational change, and emerging Department of Defense information management policies.  The support services provided by Conwal included fiscal planning, information systems project planning, and system acquisition management planning and implementation.  Conwal analysts conducted risk analyses, prepared system security plans, and conducted evaluations to support the certification and accreditation of medical information systems. Conwal personnel also assisted DMPA in implementing its Computer Electronic Accommodations Program which provides accommodation equipment and promotional information throughout DoD.

Conwal's support for the Automated Information Systems (AIS) Security Program for this project included refinement of the HSO certification and accreditation process and overall HSO AIS security management process, preparation and updating of system security plans, execution of system security evaluations; and development and implementation of standards and procedures, management controls, assessments, compliance reviews, and corrective action plans.

Conwal analysts also assisted ODASD(HSO) and DMPA in the implementation of two Federal programs; the Information Resource Management Review Program and their Internal Management Control Program. These programs required Conwal analysts to work closely with DoD medical personnel in assessing program risk, conducting reviews and evaluations, and contributing to solutions for challenging management issues.
